Testing Instructions:
1. Go to a course.
2. Turn edit on.
3. Add Course summary block
4. Make sure it does not display the small cog icon
5. Make sure you are able to edit the settings using the boost cog.

Description

At the moment we have a small cog on course summary block, that looks ugly and it's not consistent with other blocks.
That cog could possibly removed, as we have other ways to get to course edit page.
