Testing Instructions:
1. Create a tour and use a path match of FRONTPAGE
2. Visit the site home
  1. Confirm that the tour is used
3. Navigate around other parts of Moodle and ensure it is not used there too

MD has requested that some tours be created for the front page.
There is currently a limitation with tours running on the front page because it uses a shortened URL with some params which makes it difficult to correctly target.
