User tours should remember previous step when revisitng the page

      In IE11, Edge, Chrome, Firefox and Safari

      1. Import the attached tour
      2. As admin view the front page with the tour enabled
      3. Walk through the step, and turn editing on as required
        1. Confirm that after turning editing on, the next step is shown

      Note: MDL-57024 will mean that the tour step is hanging over the menu.

    Description

      This is a requirement of MDL-56721.
      Some of the tours that Martin has described expect you to toggle editing on/off which requires a page reload.

      I've implemented this in the upstream library in the 0.9.10 release via the Session Storage (JS API).
