Undefined property $competencies when competencies are disabled

      1. Use Clean (because of MDL-57065)
      2. Navigate to Site administration ► Competencies ► Competency settings.
      3. Uncheck Enable competencies.
      4. Click Save changes.
      5. Navigate to a course.
      6. Confirm that there aren't any notices displayed

      • A wild notice appears: 

        Notice: Undefined property: stdClass::$competencies in /home/fred/moodles/im/moodle/lib/navigationlib.php on line 2694

      Note, you won't see the notice in Boost because of MDL-57065.
