      Description

As discovered by Helen Foster in MDLSITE-4849 while testing moodle.org upgrade, there is a link "Legacy course files" displayed in the Administration block for students and guests accounts. Following the link as a student may lead to an error page "Sorry, but you do not currently have permissions to do that (Manage files)"
