Administration block displays link to Legacy course files when it should not

      1. Set up a course with Legacy files enabled
      2. TEST: Make sure that as an admin/teacher with the capability to manage legacy files, you can see the link.
      3. Switch role to one that does not have the capability to manage legacy files (student, guest)
      4. TEST: Make sure the link is not displayed if the user does not have the capability.

    Description

      As discovered by tsala in MDLSITE-4849 while testing moodle.org upgrade, there is a link "Legacy course files" displayed in the Administration block for students and guests accounts. Following the link as a student may lead to an error page "Sorry, but you do not currently have permissions to do that (Manage files)"
