Boost admin page "menu" items are too widely spread

    • Testing Instructions:
      Hide
      1. Make sure you are using the Boost/clean (both) theme
      2. Navigate into "Site administration" page
      3. Go through all the TABs ( Users, Courses, Grades, Plugins...) and make sure the links (sub menu items) are close to the section titles, as seen on the "FIXED" screen capture. the BS ratio should now be 3 to 9.
      4. Resize the browser window to verify it looks OK on all form factors (Widescreen to small mobile device)

      Description

      Looking at the admin page(s), the old menu sections are too far from the links (old sub menu items). It is unpleasant to use and also an accessibility issue for some.
      Please have the links much closer to the section titles.
      Instead of col-sm-6 & col-sm-6, maybe user col-sm-3 & col-sm-9 ?
