Increase time and memory limits when importing frameworks

Go to Site administration > Competencies > Import competency framework. Use the attached csv file and click import. Please note the progress bar being displayed with the message Processing file . Make sure it works as expected and no errors are displayed during the progress. After several minutes you should be redirected to map fields form, press confirm button. The progress bar of processing is displayed again, once finished it will display another progress bar for the importing process with the message Importing file data .
