"Is this your first time here?" shows when self registration disabled and no message in auth_instructions

      Hide
      1. Login as an admin
      2. Navigate to "Site administration > Plugins > Text editors > Manage editors
      3. Confirm that Atto is the currently selected editor
      4. Navigate to "Site administration > Plugins > Authentication > Manage authentication"
      5. Add some place holder text in "auth_instructions"
      6. Press "Save changes"
      7. Log out
      8. Confirm text in #3 is showing
      9. Confirm that "Is this your first time here?" shows
      10. Login as admin
      11. Navigate to " Site administration > Plugins > Authentication > Manage authentication"
      12. Remove the placeholder text in "auth_instructions"
      13. open the code editor in the editor
      14. Confirm that "<p><br></p>" exists
      15. Press "Save changes"
      16. Log out
      17. Confirm that "Is this your first time here?" does not show

      1. Log in as admin then in your editor preferences choose plain text area.
      2. Go to  Site administration / Plugins / Authentication / Manage authentication.
      3. In the auth_instructions delete any HTML tags.
      4. Click the 'Save changes' button.

      Description

      As noticed by David Mudrák (@mudrd8mz) when setting up Learn Moodle, if self registration is disabled the wording Is this your first time here? still appears.
      To reproduce:
      #Disable email based self registration
      #Make sure there is no message in auth_instructions in Manage authentication
      #Log out and click to log in. You won't be able to create an account but you will see 'Is this your first time here?'
