When trying to publish a course to a community hub I get ERRORCODE: usernotfullysetup

When trying to publish a course to a TAFE NSW community hub I get the following error:

"Code of Conduct 2016
An error occurred during the course publication (User not fully set-up | ERRORCODE: usernotfullysetup). Please try again later.

More information about this error"

Publishing Moodle is version 3.1.3 (20161202) - Community Hub is 3.2+ (build: 2016120500.01)

I am able to successfully register with the community hub but not publish.

Another Institute running a another install of Moodle and the Community hub on the same network is able to successfully publish courses to Community hub.

Can you please advise on fix?
