Allow drag and drop media files to the course page as labels (backport of MDL-57187)

      Please run through these steps twice - once with only videojs enabled (3.2 only), and once with only html5 video and audio enabled (3.1 and 3.2).

      1. Open course in editing mode
      2. Drag and drop image, video and audio to the course page - you should be asked whether to use it as a label or as a file, choose label
      3. Make sure all images, videos and audios are displayed on the course page correctly
      4. Files in any other formats will be automatically attached as files (unless another module claims them)

      The setting also exists in 32 and 31. We should either back port the functionality or remove the setting from those versions (since it does nothing).

      The setting is: site administration > plugins > activity modules > label > media drag and drop
