Membership service should be optional

      Membership service is not a required service in LTI and shouldn't be required in moodle either.

      We will need to double check that our membership sync task doesn't explode if an LTI consumer doesn't support memberships.

      This is a regression because it completely breaks LTI consumers that doesn't support memberships that would have worked in 3.1 (e.g. canvas)
