Improve assign interface when caps are missing

      Description

      1. Remove assign:viewgrades and assign:grade cap from a teacher role.
      2. Login as a teacher and go to an assignment.
      3. You will see an empty page as shown here https://tracker.moodle.org/browse/MDL-57362?focusedCommentId=450092&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-450092 with no error message or warning.

      Instead a better message should be shown to the user about the missing caps.
