      Description

      Hey everyone

      Currently students can not tick "Send forum post notifications with no editing-time delay" in a forum activity. Consequently, active conversations are often moved to third-parties services as the notifications for the responses take way too long.

      There is a existing capability, but it covers "manage all activities" which would allow students to not only send post notifications directly, but to manage all activities. Capabilities/moodle/course:manageactivities

      Therefore, this capability needs to be created, so students can discuss actively in a Moodle forum.
