Create acceptance test framework for any moodle cli scripts

    Description

      We have unit tests for units, and behat for testing the web interface, but we are completely missing out on any acceptance tests of the increasing number of command line scripts inside moodle.

      After a quick look it seems like a good approach is to use aruba for declaring the cli behaviour and get behat to cover these as well:
