      As an admin:

      1. Create a course and enrol one student and one teacher.
      2. Create an assignment setting (submission settings):
        • 'Attempts reopened' to 'Manually'
        • 'Maximum attempts' to 3

      Now, as the student:

      1. Log in and submit something for the assignment.

      Now, as the teacher:

      1. Log in and visit the assignment's grading table.
      2. Press 'Grade' the student's submission which will take you to the grading interface.
      3. In the right hand pane, under the feedback comments, you should see the attempt settings.
      4. Confirm that it reads 'Attempt number: 1' and 'Maximum attempts: 3'
      5. Select 'Yes' for 'Allow another attempt' and then save.
      6. View the attempt setting section again and Confirm that it reads 'Attempt number: 2' and 'Max attempts: 3'

      Now as the student again

      1. Submit another file for the assignment.

      Again as the teacher

      1. Go to the grading interface
      2. Now, click the 'View a different attempt' link at the bottom of the 'Attempt settings' section.
      3. Switch to the first attempt. Notice that 'Attempt settings' section has disappeared.
      4. Now, using the same link, switch back to the latest attempt (should be attempt 2).
      5. Confirm that the 'Attempt settings' section is displayed again.
      6. Grant another attempt by setting 'Yes' under 'Allow another attempt'. Save.
      7. Confirm that you see the 'Attempt settings' section but that the 'Allow another attempt' select menu is not present.

This happens when you grade an assignment and allow another attempt for some student. Next time, when you're about to grade his/her second attempt, you probably would like to check his/her first attempt, and once you do that, the 'Attempt settings' section disappears. Thus, it's no longer possible to alter 'Allow another attempt' dropdown.
