      4. Create an assignment with the following options:
        1. Student submits in group: Yes
        2. Marking workflow: Yes
        3. Marking allocation: Yes
      5. As a student, visit the assignment and verify you do not see the error 'You can't add comments'

    Description

      Since deploying MDL-57766 our students are unable to view submissions on assignments with workflow enabled. They get 'nopermissiontocomment' error thrown.

      When viewing the assignment, list_participants returns an empty array as the allocatedmarker filter SQL-side is set to the student's ID (USER->id) which is incorrect.
