Events should not display if there is nothing to do

      1. Create a course and enrol a teacher and a student.
      2. Create an assignment with a grading due date a few days in the future.
      3. Log in as the teacher and check the event is not shown (nothing to action).
      4. Log in as a student and make a submission.
      5. Log in as the teacher and check the event is shown (marking required).
      6. Mark the assignment.
      7. Confirm on your dashboard the event is not shown (nothing to action).

      Description

      If you create an assignment activity with grading due date set, it displays in the overview for a teacher even when no students have submitted anything.

      There should probably be a check somewhere that stops events displaying if the actioncount is 0.
