No Upload or Cancel button displayed when dragging SCORM onto course page

    Description

      Hi

      Not sure if this is a File Picker issue, or SCORM issue (or even PHP7 issue?)

      But in Moodle 3.2.2, when dragging a SCORM .zip file to the main course page, there is no Upload or Cancel button displayed.  I'm not sure if it worked in 3.2.1 (had to update these of course due to security issue).  But the same SCORM .zip file DOES work in Moodle 3.1 OK.  Screenshots attached.
