Make room for blocks on the dashboard for XL (Bootstrap)

      1. Log in as a user
      2. Go to your dashboard
      3. Make sure your browser screen is wider than 1200px
      4. Confirm that the two block regions are side by side, one large one in the middle and the smaller region to it's right
      5. Turn editing on
      6. In the nav drawer click "add a block"
      7. Select any block
      8. Confirm the new block is added to the right hand block region by default
      9. Narrow your browser window to below 1200px
      10. Confirm the block region on the right shifts to below the central region and that the central region expands to fill the space that was taken by the side region

      Description

      Currently (in the latest prototype) the blocks always go under in the centre region. There are worries that this may upset users as they have to scroll down to use blocks they would often use.
