Persistent related debugging during restore

      Run the behat scenario 'Edit a framework with competencies in user competency'

      1) Go to the course competencies page
      2) Add two competency to a course
      3) Assign one competency to an activity
      4) (Don't visit the course competencies page - unless MDL-58627 is fixed, there is a bug there)
      5) Backup the course
      6) Restore the course
      7) VERIFY: there are no debug notices during the restore
      8) VERIFY: that the restored course has the activity competency assigned to the activity
      9) VERIFY: that the other competency is still assigned to the course

      While testing MDL-58593 , I noticed a debugging notice related to persistent classes.

      Note: - Notice is visible only when progress bar is present, there might be specific config in course that trigger this notice, since no body else has complained about this so far.
