The function assign_update_events in lib.php attempts to reconcile rows in the assign_overrides table with rows in the events table, and it deletes ones that it considers 'bad'. Something goes horribly wrong at some point and it deletes user overrides.

We need to fix this as we have an upgrade step that creates an ad-hoc task which calls this function in 3.3, and it could result in data loss.
