Bad request error for scorm files created as controlled link.

      Get the googledrive and onedrive repositories working with controlled links enabled.

      Upload a scorm package to your google drive and one drive.

      Create 2 scorms in a course using the files from the google drive and one drive repositories, make sure they are created as "controlled links".

      Log out of moodle and log back in.

      Edit the settings for each scorm and save it. It should save immediately with no errors.

      Description

      If a scorm file is created with a scorm file linked as a "controlled link". Every edit to the scorm settings form will attempt to re-copy the file to the system account and cause an error.
