Tree item indentation different in clean under 3.2 and 3.3

      Note: Test in RTL as well as in LTR languages on Clean theme.

      1. Login as admin.
      2. Check the Navigation and the Site administration blocks and expand the nodes.
      3. Make sure the text beside the icons are correctly aligned and indented just like in Moodle 3.2.

    Description

      Menu items inside blocks have changed in theme clean from Moodle 3.2 to Moodle 3.3.
      They are not nicely aligned any more. Test on qa.moodle.net and compare to school.demo.moodle.net.
      It is especially blatant in the Administration block.
