Enable emoticon filter
Set your preferred editor to tinymce
Edit your profile and use the emoticon plugin to add icons to the description.
Save and re-edit it - verify the icons appear for editing.
View your profile by clicking on your picture in the page header.
Verify the icons are displayed.

Steps to reproduce
- Make sure the 'Display emoticons as images' filter is enabled.
- Log in, go to User menu > Preferences > Editor preferences and select TinyMCE. Save changes.
- Edit your profile and in the profile description insert an emoticon using the button in the TinyMCE editor. Save changes.
- View your profile page.
Expected result: Emoticon is displayed.
Actual result: Emoticon is not displayed.
The bug can also be reproduced when logged in as a teacher and you attempt to insert an emoticon in a label. The emoticon is not displayed.
The bug does not seem to exist in 3.2 (tested using https://demo.moodle.net).
