Add core profile fields to user filter

      1. Visit Site administration > Users > Add a new user and create the following users:
        1. John Doe (Institution: Moodle; Department: Red)
        2. Fred Smith (Institution: Moodle; Department: Blue)
        3. Jane Doe
      2. Visit Site administration > Users > Accounts > Browse list of users
      3. Under New filter press Show more...
      4. Set the filter Institution to is equal to: Moodle
      5. Press Add filter
      6. Confirm that John Doe & Fred Smith are listed, and Jane Doe is not listed
      7. Set the filter Department to is equal to: Red
      8. Press Add filter
      9. Confirm that John Doe is listed, and Fred Smith & Jane Doe are not listed

      In the user filter on both the regular Browse Users and the Bulk User Actions pages the filters don't include the standard (core) profile fields (department, institution, etc) but you can search the custom fields with the "User profile fields".

      This issue of missing department was brought up previously in MDL-37995 but closed. The information is obviously valuable in a search giving the ability to locate all users within a department or institution and push them into a cohort or bulk message them, etc. 

      To replicate: 

      1. Go to admin/user.php or admin/user/user_bulk.php
      2. Under new filter... select Show more...
      3. Notice no way to search for the standard 'other' fields.
