Gear icon poorly defined for screen readers

      Theme Boost

      1. Log in as admin
      2. Go to “Site home”
      3. Using a screen reader and navigate to the “edit cog” at the top right of the page
      4. CONFIRM that it mentions “actions” and that it’s a popup menu that is closed (or something similar)
      5. hit enter
      6. CONFIRM that it mentions “actions” and that the menu is now expanded (or something similar)
      7. Turn editing on and Create a new course
      8. View the course
      9. Using a screen reader and navigate to the “edit cog” at the top right of the page
      10. CONFIRM that it mentions “actions” and that it’s a popup menu that is closed (or something similar)
      11. hit enter
      12. CONFIRM that it mentions “actions” and that the menu is now expanded (or something similar)

      Theme Clean

      1. Change to the clean theme
      2. View the course with editing turned on
      3. Use a screen reader to navigate to one of the "edit" drop down menus
      4. CONFIRM that the screen reader reads "edit" (not "actions") and mentions it being a menu

      The gear icon in the Boost theme does not provide sufficient definition for what it is when used by screen readers. 

      Steps to reproduce:

      • Use Boost theme
      • Log in as user with course editing capabilities
      • Open a course
      • Use screen reader to get content
      • Screen reader describes gear icon only as 'pop up button'

      For one of the primary editing menus in Boost, the gear icon should have a clearer description.
