    Description

      With MDL-59057 we are opened to really simple models, we don't want users with moodle/analytics:listinsights capability to be notified about any insight so we should make this optional, we need to decide who decides which models trigger notifications:

      • The model developer
      • The site admin / manager selects which models trigger notifications, maybe with a default set by the model developer
      • The final user selects which models trigger notifications, maybe with a default set by the model developer
