Confirm the inherited permission for each capability is visually highlighted

When setting a permissions override in a course, it says:

The highlighted cells in the table below show the permission (if any) that will be inherited.

However, nothing is highlighted when using either Clean or Boost (see attached screenshots).

The inherited permission is indicated in brackets, so perhaps we just need to remove the text mentioning highlighted cells?
