Courses made via course request or tool_uploadcourse do not respect default course sections

      Test 1:

      1. Enable course requests
      2. Create a role with capability to request courses, assign it in system or category context to a user
      3. Login as this user and request a course
      4. Login as manager/admin and approve the course
      5. Make sure that course is created with sections

      Test 2:

      1. Use attached CSV file to upload a course
      2. Create the course and make sure it is created with the sections
      3. Delete the course
      4. Upload the course using CLI script and make sure it is created with sections:

      php admin/tool/uploadcourse/cli/uploadcourse.php --mode=createnew --file=PATHTOFILE

      • Check your course default settings have, for example, three sections by default
      • As admin, create a new course. Note that is has three sections
      • Enable course request. Request a course and approve it
      • The new course has no sections
