If a user accesses their profile page or notifications config page and mobile is enabled on the moodle site and the user has not yet logged in via the Moodle Mobile App, it should alert the user that they can log in via the app, and if they have logged in via the app the pages should say "Mobile Connected" or something similar.

Show the mobile column in prefs page - grayed out, with instructions on how to activate and prompt to download the app to activate
