With IE, Feedback answers filename is broken if multibyte character is used.

      1. Create a course or enter existing course.
      2. Add new feedback named "アンケート (feedback)".
      3. Add some question to the feedback.
      4. Answer and complete the feedback.
      5. Go "Show responses" tab and export file with "Internet Explorer".

      Create new Feedback activity has multibyte character name and answer it. When teacher attempt to download the result with Internet Explorer, broken filename is displaied.
