Add ability to download the Participants table

      1. Test in Clean and Boost
      2. Enrol some students to your course
      3. Go to participants
      4. Mark some participants
      5. Activate the "With selected users..." → "Download table data" → "as comma separated values (.csv)" pulldown menu option
      6. Cross check the list of the selected participants has been downloaded.
      7. As admin, in admin/settings.php?section=userpolicies check "Country" as additional "Show user identity" choice.
      8. Repeat that "With selected users..." → "Download table data" → "as comma separated values (.csv)" action
      9. Cross check the downloaded list has the country field

      There is a Moodle 2.3 plugin by Kirill Astashov:
      https://moodle.org/plugins/view.php?id=704

      that does the trick but is restricted to PostgreSQL.
      It is a useful feature for user mgmt that has been left aside..
