Make Subscription mode setting for forums configurable

      1. Change the "Subscription mode" settings in Site administration → Plugins → Activity modules → Forum to something else than 'Optional subscription', e.g. 'Auto subscription'.
      2. Go to a course, turn editing on, click 'Add an activity or resource', insert a forum.
      3. In the settings page for the forum check that the 'Subscription and tracking' → 'Subscription mode' pulldown menu states 'Auto subscription'.

      In the "Forum defaults" admin screen (Site administration → Plugins → Activity modules → Forum), there's no setting for "Subscription mode", hence, the forum setting form defaults to 'Optional subscription' as the first choice option for 'Subscriptions'. Maybe in some cases there's the need to have a different default. I personally would prefer 'Auto subscription'.

      Being able to specify the default value for newly created forums would be a useful feature.
