adhoc_tasks not running 'immediately'

      Description

      Repro: queue an adhoc_task, there is a potentially long delay before it finally runs.

       

      This is contrary to the docs, and the code I read in Moodle core.

      It looks like the task is running with the next Cron job, but then why even set a nextruntime to be immediately? This is very confusing and providing a poor experience when an immediate background task is needed.

       

      Is this a bug in the way these tasks are being executed? Or do the docs need to be updated.
