Add setting to allow annotate PDF apart from other file types

      1. Navigate to "Site administration / Plugins / Activity modules / Assignment / Feedback plugins / Annotate PDF"
      2. Make sure the admin setting "assignfeedback_editpdf" is enabled.
      3. Make sure ghostscript is working (can be checked on the same admin page).
      4. Create a new assignment in a course.
      5. In the assignment settings page, check the options for "Feedback types"
        • Verify there is a setting to enable / disable "Annotate PDF". 
      6. Enable "Submission Types / File submissions"
      7. Disable "Feedback Types / Annotate PDF"
      8. Give the new assignment a name + description and save the settings.
      9. Login as a student and upload a PDF file as a submission.
      10. Login as a teacher and grade the student.
        • Verify the pdf is only available for download on the grading page.
      11. Edit the settings for the assignment so that "Feedback Types / Annotate PDF" is enabled. 
      12. As a teacher, grade the student again.
      13. Verify the pdf is displayed live in the grading page and you can add annotations to it while grading.

      Description

      Our users liked the annotate PDF feature, but we had to disable it when updating to 3.2 because we did not want the added overhead of installing/using unoconv for the other file types. It would be great if you could add a configuration setting to allow us to continue to use annotate PDF apart from the other feedback file types, so the original feature was available without the additional server overhead.
