MathJax URL lost in upgrade

      You would need to change php versions
      You would need to remove/apply patches

      TEST 1

      1. Install 3.1 Moodle, make sure that mathjax url version is set to 2.6.1
      2. Upgrade to latest release of (3.2/3.3/master) based on the version you are testing.
      3. Make sure that mathjax url is not set to "0" or empty, instead it should be set to the default for the respective version.

      Test 2

      1. Install 3.1 Moodle, make sure that mathjax url version is set to 2.6.1
      2. Upgrade to latest release of (3.2/3.3/master with out this patch) based on the version you are testing.
      3. Make sure that mathjax url is empty or 0.
      4. Apply patch, upgrade.
      5. Make sure that mathjax url is not set to "0" or empty, instead it should be set to the default for the respective version.

      Description

      We were using the following MathJAX settings in our 3.1 environment:

      On the upgrade to 3.3.1, the new httpsurl was set to "0", which was unexpected and temporarily broke MathJax integration.

      I've verified this bug on a clean system.
