Administration Block has broken aria-labelledbys in More and Clean

Running Deque's on aXe a page with the Administration block finds critical errors with a number of aria-labelledby's that do not have an associated label on the page.

See example below from the front page of a Moodle site using More.

The aria-labelledby should be removed in the admin block or the labels should be added to the block.
