Calendar export via URL does not export group and user events

      1. Navigate to the calendar month view.
      2. Add a user event or (and) a group evento to the calendar.
      3. Grab the link of the "ical" icon.
      4. Open a fresh new browser without an active moodle session. An option is to open a private browser window.
      5. Enter the ical Link in the browers.
      6. Check if the ical is downloaded and the added user event is in the ical file.
      7. Alternative Testing for step 4-6 is to add the Ical link as a internet calendar in your fresh opened outlook an check if the user event is visible in the calendar.

      It is important for testing, that there is no active valid moodle session in the browser or outlook.

      If I have user or group events in my calendar the export function over URL does not export the user and group event. It only works if I download the .ics file, but if I subscribe the same URL in Outlook or any other calendar, all user related event are missing, such as user and group events.

      Probably it affects all moodle Versions since 3.2
