theme_bootstrapbase: Fix align of edit section menu

      Setup
      1. Create 2 courses C1 (topics format) and C2 (weeks format)
      2. Install an RTL language pack (e.g. Hebrew)
      Test

      Note: Test on Boost and Clean

      1. Go to C1.
      2. Turn editing on
      3. Click on the Edit Section menu
        • Verify that each action menu item's icon and label are on the same line.
        • Confirm that each action menu item's icon and label have a bit of spacing in between them.
      4. Repeat the above tests for C2.
      5. Switch to the RTL language and repeat the above tests for C1 and C2.

      Description

      In recent updates to the bootstrapbase the edit section menu no longer shows the options all on one line compared to the activity based menu is unaffected.

      This item re-applies the no whitespace wrapping so it lines up correctly.
