It's possible to see tags of activities that are hidden

      Prerequisite.
      1. Ensure tagging is enabled on your course.
      2. Create a course.
      3. Enrol two students.
      Test 1
      1. Create a glossary.
      2. Add an entry with a tag.
      3. Hide the glossary.
      4. Log in as a student and visit the tag index page (currently in Boost you can't without visiting the URL (see MDL-57120)) by going to <yoursite>/tag/index.php.
      5. Confirm you can not see the tag.

      1. Create a glossary with 'Approved by default' set to 'No'.
      2. Log in as a student.
      3. Add an entry with a tag.
      4. Log in as another student.
      5. Visit the tag index page.
      6. Confirm you can not see the tag.

      1. Create a book.
      2. Add a chapter with a tag.
      3. Hide the book.
      4. Log in as a student and visit the tag index page.
      5. Confirm you can not see the tag.

      1. Create a wiki.
      2. Add a wiki entry with a tag.
      3. Hide the wiki.
      4. Log in as a student and visit the tag index page.
      5. Confirm you can not see the tag.

      This is also the case for entries for a glossary entry that have not been approved.

      Currently you can add a tag to a glossary entry, hide the glossary, then log in as a student and visit tag/index.php and you can see the tag listed there but clicking on it shows "No results for 'XYZ'".

      This will also affect the database in 3.4 due to MDL-57455.
