Upgrade Google APIs client library to 2.2.0 for Moodle 3.4 release

      The library is used by the following three standard plugins:

      • YouTube tags block (block_tag_youtube) - to be added at the particular tag search page
      • YouTube repository (repository_youtube)
      • Google Drive portfolio (portfolio_googledocs)

      All these three must be enabled and configured. The library is not used for the OAuth2 authentication or Google Drive repository.

      Prerequisites:

      To test the upgrade, make sure that all three plugins still work:

      • The block displays videos related to the given tag
      • The repository allows to search & embed YouTube videos
      • The portfolio allows to export content (such as forum post attachments) as Google Drive files.
