Removal of Bootstrap 2 CSS

      Found two instances of (broken) BS2 CSS:

      • group/templates/index.mustache
      • admin/tool/langimport/templates/langimport.mustache

      Both use both row and row-fluid together on a div. This is unnecessary for BS3+, and broken when using BS2, and per MDL-50948 the "row-fluid" should be removed.
