This is basically a clone of MDL-49672, so probably there is no need to repeat it here.

We do not need to do a big revolution straight away and migrate all libraries into composer. I imagine that long-term goal would be to do that and remove custom thirdpartylibs.xml .

For now, I'd be happy that we implement composer for the main code, migrate a single library into it and deal with all the issues it will bring (builds, testing, documentation, ...).

This way we are at least ready to introduce new libraries using composer/
