Lesson grades not rescaling properly when new max grade is entered

      1. Create a lesson, database, glossary, and forum activity.
      2. For the database, glossary, and forum set up ratings for each one.
      3. Take the lesson (you'll need to setup at least one question) and add entries / posts for the other modules as a student.
      4. For the rating modules log in as a teacher and provide rating for the student entries.
      5. Edit the settings for all of the modules. In lesson in the grade section check that you see the following message "You cannot change the type, as grades already exist for this item.". You should see the same message for the other modules in the Ratings section.

      This showed up in Moodle QA testing for 3.4 on the qa.moodle.net

      When I try to change the grades when 2 students have attempted the lesson, I get the expected warning "Some grades have already been awarded, so the grade type cannot be changed. If you wish to change the maximum grade, you must first choose whether or not to rescale existing grades."

      However, there is no drop down to select whether or not to rescale, and when you enter a new number and save, it doesn't stop you, and the grades are not as expected.
