Create a new function to set course start and end date for masses of courses

The new course block (dashboard) and the leraning analytics functionality (Inspire) requires information about course start and end date to work properly.

The fields for start date and end date are new fields. Lots of old courses don't have this information. This will create problems with old courses in presentation on dashboard and using analytics.

In systems with a few courses manual added data are an opton. In systems with several hundred courses this is anightmare.

I suggest an administrational option to add such data via a form or a option to download required data including course short name and upoad when the missing data are added.
