For Moodle 3.4 and up, where we are php7-only... it seems to be a good time to remove cachestore_memcache (without training "d" !) from core. And related tests, of course.
Rationale is that there is a not fixed bug since long ago, and it seems to be completely stuck:

And there is a good replacement within Moodle, both with memcached (if want to use the same backend) and redis (the winwin). Bot supported.
Also all these issues should be visited and, when appropriate, closed together.
