Check PHP_INT_MAX when storing numeric fields coming from site settings

In some admin settings users are able to enter numeric values in text fields, we need to be sure that we are storing in the databases integeres <= PHP_INT_MAX to don't break Web Services or to use numeric values that the system can manage.
