Participants: Cannot filter by group when the course is in "No groups" mode

      Create some groups in a course

      Verify the group mode for the course is set to "No groups"

      As an editing teacher view the participants page. Click the down arrow on the filter and verify you see a group filter for each group in the course.

      As a student view the participants page. Click the down arrow on the filter and verify you see a group filter for each group in the course.

      Change the group mode for the course is set to "Separate groups"

      As an editing teacher view the participants page. Click the down arrow on the filter and verify you see a group filter for each group in the course.

      As a student view the participants page. Click the down arrow on the filter and verify you see a group filter only for each group that you are a member.

      Change the group mode for the course is set to "Visible groups"

    Description

      Even when a course is using "No groups" mode it is useful to be able to filter by group. This was possible on the enrolment page in 33 so we must keep this functionality.
