Choice options 'wrong' way around

      Note: Test on Boost and Clean

      1. Create a choice activity and set:
        1. the display mode to horizontal
        2. Results => Publish results to "Always show results to students"
      2. Add a number of options
      3. Login as a student
        1. Verify that the list of options is shown in the same way that those options are listed on the graph
      4. Edit the choice activity and set the display mode for the options to be displayed vertically.

      1. 1.9 had options + list of choices in graph listed the same way - Matching
      2. 2.?? -> 3.1 had them the other way - Mixed
      3. 3.2 swapped them back again (MDL-37946) - Matching
      4. 3.2.6, 3.3.3, and 3.4 swpaped . them back to the 2.X way (MDL-59843) - Mixed

      We need to revert MDL-59843 because it has made a visible change to stable versions which will change the nature of user's courses during a minor upgrade.
      The only rationale was "It used to be that way", when it also used to be the other way.

      I have created MDL-60754 to have us solve this issue once and for-all
