Upload user defaults ignored when uploading new users

      1. Create a CSV file with fields: username, firstname, lastname, email; and fill in details for at least one user that is not yet existing in Moodle.
        e.g. 

        username,firstname,lastname,email
        		 
        s20,John,Doe,john.doe@example.com

      2. Visit Site admin > Users > Accounts > Upload users
      3. Upload the CSV file
      4. On the second form, set:
        • 'Upload type' to 'Add new only, skip existing users'
        • 'City/town' (under 'Default values') to 'Paris'
      5. Click 'Upload users'
      6. Check the city for the newly created users.
        • Confirm that the city is set to 'Paris'
